东北地区90年代水电发展的设想

A tentative idea of the hydropower development in Northeast China in the 1990's

从东北电网的现状，电网面临的电源不足、投资短缺等问题，以及水电在东北电网中的调峰、保证电网供电安全、经济效益等方面的作用，提出到２０００年，从常规。抽水蓄能、扩建三方面，抢建４０００～５０００ＭＷ水电站的奋斗目标；提出要加强前期工作及前期费筹集、水电建设集资、管理体制改革等措施；并对２０２０年水电发展规划提出初步设想。

Based on the present status of the power system in Northeast China,short of POwer supply and in needof investment,the writer proposed a long program for hydropower development in Northeast China both bythe year 2000 and 2020.He proposed that by the year 2000 a number of hydropower plants with a total capacity of 4000in5000 MW should be built,including conventional plants,pumped storage ones and extensionof the existing ones.He also proposed the measures for strengthening the preconstruction work,capital collection,and structural reform.
