东津水电站土建工程招标采用邀请招投标方式。在评标后，业主单位又遵循《关于大中型水电工程施工招投标工作管理规定》的原则，对评标组初选中标企业的投标报价、设备配备、技术条件等多方面作进一步分析论证，评出“评标价”最低的投标书并最终确定中标企业。

Concrete-faced rockfill dam is adopted for the Dongjin hydropower station after comparison betweenvarious types of dam. The project is constructed under the systems of owner’s responsibility and constructionsupervisory,and calls for tenders for its construction. A balance of excavation and filling is a key point ofview for a rockfill dam design,and an adequate source of dam construction material is a necessary conditionfor quality control of dam filling.
