“部分走向”与“一校两制”──论高等教育和社会主义市场经济的关系

“The Partial Run”and“Two Systems for One school”──On the relationship between advanced education and socialist market economy

高等教育做为社会结构的一个组成部分，必须适应社会主义经济发展的需要。但由于教育规律和经济规律属不同质的规律，因此高等教育在从宏观上、整体上和社会主义市场经济相协调时，又不能在其自身内部的运作过程中全部应用市场机制。应本着以遵循教育规律为“体”，以引进市场机制为“用”的原则，处理好“整体适应”和“部分走向”的关系。建立“一校两制”的运行体制是高校适应现实需要的合理选择。

As a component part of social structure, advanced education is supposed to meet the need of the development of socialist market economy.However, it cannot apply the whole market svstem during the running course when coordinated with the market economy macroscopieally or as a whole due to the fact that educational law differs from economic law in essence. It is better to deal with the relationship between the adaptation on the whole and the partial run according to the principle of following educational law as the main and introducing the market system as an application. Therefore, to set up the institution of running a school with two systems is the reasonable choice for adapting colleges and universities to the reality.
