Chinese Railway: Lagging behind, Demand and Development

随着国民经济的持续发展，我国铁路短缺状况已成为制约经济发展的关键。造成铁路发展滞后的原因，主要是高强度的计划经济体制。由于在计划经济体制下，铁路运输成为国家执行其经济计划的手段与工具，造成铁路运输能力还过得去的假象。欲改变中国铁路严重滞后的局面，必须掀起中国铁路大发展的热潮。为此，国家除创造一系列优惠政策外，还必须积极吸引外资建设铁路。

With continuous development of the national economy, inadequacy of Chinese railway has become the crucial point which restricts economic development. The reason which has caused railway to lag behind is the intensively planned economic system.Since under the system of planned economy, railway transportation has become the means and tool of the government in carrying out its economic plan, a falseappearance has been created that railway transportation capacity is not too bad. To change the backward situation of Chinese railway, a new surge of great development of Chinese railway must be set off. For this reason, besides creating a series of favourable policies,the state government must absorb foreign investment actively in railway construction.
