摘要 贵阳铁路分局几年来客货换算周转量、货物发送量、运输进款等指标不断增长,但年终财务结算为运营亏损,且有继续增大的趋势,究其原因,除对成本控制、管理、考核措施不够外,铁路运价偏低及内部清算单价不合理是主要原因。因此,必须以社会平均资金利润率为基础确定铁路运价,采取细分货物品类,体现价与值的对应,建立多种价格形式;提高行包、邮运运费和货车延时使用费;建立养路基金等措施。 Although the Guiyang Railway Sub-administration has experienced in recent years continueous growth of exchanged circulation volume of passenger and freight,dispatching volume of freight,and transportation income,the year-end accounting clearance shoned that the Sub-administration lost money in operation,and there is the possibility of getting worse. It is found out that besides insufficient measures in control, management and check of cost,the major reasons are low railway tariff and unreasonable unit price for internal clearance.Therefore, railway tariff must be set based on average social capital inter est;More detailed classification of freight must be applied to show the correspondence between price and value and establish multiple forms of tariff;The tariffs for baggages,mails. and change for extended use of wagons must be increased;And Track maintenance fundation must be set up.
