摘要
本文阐述了建国以来铁路建设的情况及面临的现状,提出应正确处理新线建设与旧线改造的关系,把新线建设和旧线改造作为一个有机整体统筹考虑。在今后一段时期内,铁路除要积极安排好既有线改造外,还应花大力气,利用各种资金渠道修建新线。
With a review of railroad reconstruction since 1949 and the present state the railway is facing,the article calls for a sound approach to planning new line construction and existing line modification,and an integrated and comprehensive handling of the two issues. The author holds that efforts must be made to explore all finacial resources possible to build new lines in addition to actively modifying the existing lines.
