摘要
目前 ,我国大陆农用地定级估价研究仍处于较低阶段 ,需要加强理论研究和成果的运用。我国农用地估价具有非常重要的现实意义 ,农用地估价应包括农用地所有权价格的评估和农用地使用权价格的评估两个层次。气候、地形、土壤、水文状况、自然灾害等自然因素、社会经济条件对农用地价格有一定影响 ,行政因素、社会经济环境等因素也影响农用地的价格水平。农用地估价应遵循合法原则、最高最佳使用原则、替代原则和估价时点原则。建立健全农用地定级估价制度是“十五”期间的一项重要的任务 ,在进一步加强城市土地估价研究的同时 ,要逐步将重心转移到农用地估价的研究 。
Farmland appraisal consists of the price of the farmland proprietary right, and that of the farmland right of use. What affect the prices above include not only natural elements, such as climate, soil, landform, hydrologic condition, natural disasters, etc, but also social, economic, administrative, and other conditions. Several principles should be implemented in appraising the farmland: the principle of being legal, principle of highly and best use of land, principle of replacement, etc. The study of farmland appraisal in China is still far backward, badly in need of application of theories and achievements. To establish and perfect the farmland appraisal systems is of great significance especially for the development during the tenth five-year period.
