技术统治论是当代西方社会一种具有国际影响的社会思潮，众多学者在其从空想阶段到理论形成的过程中做出了重要贡献。技术统治论的实质是资本主义的改良主义。技术统治论片面夸大科学技术的作用，回避资本主义制度对生产力的阻碍作用，成为为资产阶级意识形态辩护最重要的理论核心，是抵制社会主义思潮的主要工具。

Technocracy is one of the trends of social thought in western society which has international influence. Many scholars make great contributio ns to its formation. The main content this paper sets forth is the social result of science and technology development, revealing that the nature of technocracy is capitalist reformism. Technocracy partially exaggerates the positive roles p layed by science and technology, minimizing the negative effect of capitalism of hindering the development of production of capitalism. It becomes the core of the theories that argue in favor of the idealism of the capitalist class and the main means that resists the trend of socialism thought.
