国有企业步入技术创新与制度创新互动过程的障碍与对策

On the Obstacles Preventing the State Owned Enterprise of China from Entering into the Interactive Cycle between its Technological and Institutional Innovation and Some Countermeasures

我国国有企业步入技术创新和制度创新互动过程的主要障碍有：投资与融资制度存在重大缺陷、单一的产权制度安排、企业制度创新主体错位、产权神话和科技情结。制度创新的原则以及国有企业步入两种创新良性互动过程的可能选择：建构自主的创新型的经济场域、重构公共科学和产业科学、实现股权的市场化与多元化、重建企业家任用制度与收入制度、营造竞争性的企业内部制度以及构造企业经营与创新的二元型组织。

The main obstacles preventing the SOE from entering the interactive cycle of technological and institutional innovations are:the defect in the system of investment,the mono property right arrangement,the misplacement of the institutiolal innovation subjects,the myth of ownership and the sci-tech complex.Some specific policy choices to eliminate the obstacles are discussed in detail in this paper,such as to establish an autonomous economic field,to reconstruct the public and industrial science institution,to diversify and marketize the property rights,to improve the system of income and of employment for executives,to set up in-house competitive instiutions,and to construct a dual organization for the firm's continuous innovation,etc.
