摘要
一国政府效能的高低，是该国现代化水平尤其是政治现代性程度的重要标尺。政府效能现已成为国家竞争力的重要指标。满足这三项标准的高效能政府是一个国家实现社会政治现代化的关键因素和主导力量。
The governmental efficiency of a nation is an important mark of mode rnization level,particularly of political modernity degree . It has now become an index to measure a country's competitive competence.The paper makes a deeper analysis of the meaning,standard,status and role of governmental efficiency in the course of political modernization.
