在西部大发开中 ,民营经济是一支十分重要的开发主体。如何充分发挥民营经济的作用 ,是一个值得探讨的重要问题。本文从所有制结构调整、政府职能转换、完善金融体制和实行金融创新三个方面提出了促进民营经济发展的思路与对策。

In the west development, civil economy is an important developing institution. To put this institution into full action has been becoming an important issue that deserves discussion. This paper has proposed the thought and policy to promote the advancement of civil economy from three aspects: ownership structure adjustment, transformation of governmental responsibility and optimization and innovation of financial system.
