新形势下高校知识产权保护的探析

Some Issues of Intellectual Property Rights Protection in Colleges and Universities under the New Situation

在我国面对知识经济来临、即将加入WTO的新形势下 ,提高高校知识产权保护的整体能力和水平已是刻不容缓的任务。因此 ,我们应该调整高校科技成果知识产权归属 ,逐步放权让利 ,把加强知识产权保护贯穿于高校科技管理的各个环节和方面 ,在鼓励科技人员合法有序流动的同时 。

Now facing the challenging situation of the coming of intellectual economy and the entering of WTO, we have no time to delay in reinforcing the general ability to protect intellectual property rights in colleges and universities. This paper points out that we must regulate the ownership of the intellectual property rights of scientific and technological achievements and gradually promote the transfer of power and interest and carry out the policy of intellectual property protection throughout all aspects of scientific and technological research. One the one hand, we should encourage the orderly and legal transfer of the scientific and technical personnel, on the other hand, we should guarantee the legal rights and interests of the country and universities.
