权力犯罪人指利用公共权力实施犯罪行为者。权力人能否蜕变为权力犯罪人 ,取决于权力人的个人品质、权力人的犯罪决策、权力的制约机制等因素。权力犯罪人滋生的核心基础是权力失控、权力异化。对权力犯罪人的矫治应着重加强对权力的限制与监督。

Power criminals are those who abase public authority to commit a crime.Whether an authority degenerates largely depends on factors concerning personal quality of the person,criminal decision of the person and restrictive mechanism of his power.While the core basis breeding power criminals is power out of control and transformation of power,therefore,emphasis should be put on the restriction and supervision of power to prevent this phenomenon happening.
