试论四川在西部大开发中实现跨越式发展的战略对策

Study on the Strategic Measures for Achieving a Stride Development of Sichuan Province in the Development of West China

为了抓住西部大开发的历史机遇,实现四川省政府提出的跨越式发展的战略目标,我省应该以观念更新和制度创新为前提,强化我们的市场意识、树立全新的资源观、优势观和可持续发展的观念,同时改革我们的制度体系,为经济活动创造适宜的社会空间和制度环境;以“三农”问题的有效解决为突破口,建立与集约化、现代化、市场化生产相适应的农村经济新体制;优化经济结构,提高供给效率、增强竞争力;实施“极化”发展战略,建立城乡经济共同发展的经济联动格局。

In order to catch the opportunity of developing western China and to fulfill the developing goal set by Sichuan government, we should take these measures as below; First, on the premise of renewing ideas and innovating institutions, we should strengthen the consciousness of market, set up new concepts about resources, advantages and sustainable development, as well as reform economic system to create a feasible social and institutional circumstance for economic growth. Secondly, focusing on the solution to ' three problems in argriculture', we should institute a economic system suitable for the intensive, modern and market-based agricultural production in countryside. Thirdly, we should perfect ecomomic structure and promote supplying efficiency to increase competitive strength. Finally, we should adopt the strategy of polarization to establish an interactive pattern of mutual economic development in both urban and rural areas.
