摘要
“角色错位”是政府公务员在责任、权利和义务以及处理各种关系的需求等方面的行为未按规定执行,其行为与政府公务员的社会地位、身份不相一致所致。目前政府公务员“角色错位”是一普遍现象,其形成原因主要有三;一是政府职能未真正转变——从阶级职能转变为社会职能;二是“官本位”的文化意识根深蒂固;三是政府公务员缺乏指导行为的“组织理念”。
Dislocation of Roles' refers to that functionaries fail to comply with appropriate rules in matters related to their responsibilities, rights, obligations and the requirements they should meet in handling various relationships, and also refers to that their behavior is incompatible with the status and the capacity of government functionaries. Nowadays, the 'dislocation of roles' , displayed by government functionaries, occurs as a commonplace, which results from three major factors; the fact that the functions of the government have not yet been substantially changed from those of class rule to those of social service, the survival of the age-old, deep-rooted 'official-centered' culture and the lack of an 'organizational tenet' by which to direct the behavior of the government functionaries.
