摘要
在知识经济和经济全球化条件下 ,人才已成为目前世界各国和地区竞相争夺的战略资源。作为地处中部的河南 ,在国家实施西部大开发战略中 ,面临“东压西挤”的不利局面。河南要摆脱这种被动状况 ,充分发挥后发优势 ,实施跨越式发展战略 ,就必须树立“人才资源第一”的观念。通过引进人才、培养人才、选拔人才和合理使用人才等机制 ,加大人才资源开发力度 ,提高人才资源利用效率 ,为加快河南经济发展提供人才保障。
Under the conditions of the knowledge economy and economic globalization, the talented personnel has already become the strategic resource every country in the world is competitively fighting for. Henan Province, located in the central part of the country, faces unfavorable situation of being pressed from both the east and the west in the implementation of strategy to develop our countrys west regions. If Henan wants to break away from the passive state and to give full play to new come advantage and to implement fast development , the idea of“talented personnel being the first resource”must be established. In order to offer talented personnel for accelerating the economic development of Henan province, it is advisable to set up the mechanism of introducing, training, selecting and rationally using talented people, to strengthen development of talent resources and to raise efficiency of utilization of talent resources.
