高等学校公文制作规范既要正确执行《中国共产党各级领导机关文件处理条例》和《国家行政机关公文处理办法》的规定 ,又要根据高校的特殊需要灵活掌握行文规则 ,发展和创立一些公文文种 ,完善公文体式 ,控制公文制发数量。

The official documents in higher learning institutions should be madecorrect in accordance with the regulations of Document Ordinance for All level Leading Organs of the Communist Party of China and State Administrative Organs,Document Handling Approaches. However, using the regulations flexibly, developing and perfecting forms of official documents and controlling the issuing amount are required to meet the special needs of higher educational institutions.
