State owned enterprises (SOE)are the major force and play a more important role than any other forms of enterprises in national economy. However, due to problems concerning ideology, system and interest, the reforms in state owned enterprises are in trouble and attract the whole country's attention. It is thought that the reforms in SOEs should be viewed with fresh eyes and SOEs strategically reorganized in terms of the standards of 'Three Favorables'.
