我国种子管理体制演变的特征及面临的挑战分析

On the Developing Characteristics and Challenges ofthe Seed Management System in China

在对我国种子管理体制改革及种子产业发展的阶段性进行系统分析的基础上 ,认为我国种子管理体制面临严峻挑战 ,因此 ,建议政府应按照市场经济原则和遵循国际惯例 ,继续推进种子管理体制改革 ,为中国种子产业结构转换与产业升级创造良好的体制和政策环境。

Based on the characteristic analysis of the reform of the seed management system and the development of the seed industries in China, this paper shows that the seed management system in China is facing five serious challenges. It is suggested that the government should continue to speed up the reform of seed management system in accordance with the market and economic rules and the internatonal practices,thus to set up a preferential system and favourable policies for transformation of seed industry strucrure and its development in China.\;
