在知识经济时代,知识资本是经济活动的核心要素;国际竞争的焦点,将转向对知识资本的争夺。目前,发达国家在知识创新、信息技术、企业结构等方面,均领先于发展中国家。知识经济一方面向发展中国家提出了严峻的挑战,另一方面也为它们提供了难得的机遇。因此,中国应积极地参与知识资本的国际竞争,采取切实可行的战略措施,其中包括实施“知识外交”战略、加强人力资本投资。

In knowledge economy, intellectual capital is the most essential factor of production. It is a major yardstick of the development of knowledge economy, a strategic resource for international economic competition, and a key factor in the overall national strength. Therefore, in the era of knowledge economy, the focus of international competition will be shifted to rivalry in the intellectual capital. At present, the industrialized nations are far ahead of the developing countries in knowledge innovation, information technology and enterprise structure. Knowledge economy has posed a severe challenge to the developing nations, whereas on the other hand, provided them with the extraordinary developing opportunities. China should vigorously engage herself in the international competition so as to win the superiority in knowledge innovation.
