Taiwan lssue:rethinking from Grand Strategic Points of View

台湾问题已发展成为涉及我国国家统一、安全与发展等根本利益的症结和亚太大国矛盾的焦点。对我国改革开放政策的顺利实施已构成了最主要的障碍之一，影响到21世纪中华民族的命运和整个亚太地区的稳定。打破这一问题上的僵局和恶性循环，需要探索一条新的思路。笔者认为，应坚定地以伐谋与伐交来主导对台斗争，巩固与发展平等互利的中美战略关系，建立以中美战略关系为主轴的21世纪亚太安全机制。

The resolve of the Taiwan Question needs new way of thinking. First, the complexity and vital nature of the issue require a last and full victory through stratagem and diplomacy in which the mainland enjoys obvious superiority. Secondly, for the same reason, Sino-American strategic relations should be further strengthened. Thirdly, the most important is that the present security structure in Asia-Pacific as a legacy of the cold war should be fundamentally reformed. instead of the American-Japanese alliance, it should be based on the Sino-American coordination. There is a strategic cross in Asia-Pacific which consists of two strategic lines, The north C south strategic line is from Japan via Taiwan to Asean states and India. The east-west strategic line is between the United States and China. The former is strong and developing, the latter is comparatively weak and changeable. Stability in Asia-Pacific depends on the strengthening of the latter.
