摘要
目前我国的水环境监测能力还很弱,监测频率、监测断面、监测仪器设备、监测技术人员等远远不能满足水污染控制的要求。但同时,在江河水体的水质监测领域,却存在着由中央财政(地方财政)全额支付的两支不同的监测队伍,其监测断面有相当一部分重合或接近,所不同的是他们的行政隶属关系、监测频率、监测方法和标准等。这种监测机构重叠、监测频率不同、信息共享不畅、体制不顺的现象,造成了水环境监测资源的浪费。因此,宜选择一种适合对水环境监测服务活动进行有效调节的机制,即整合配置现有监测资源,引进市场化运营机制。
The capacity of water environment monitoring is far from adequate in China at present in terms of monitoring frequency, fault, monitoring equipment and professionals, and is unable to meet the demand of water pollution control. However, two teams are existed in carrying the monitoring work, which are supported by the central government and local government respectively. A certain number of monitoring fault are duplicated or settled in a very near distance, because two teams are not well coordinated, have used different in administration relationship, monitoring frequency, methods and standards. The overlapping of monitor staff, different monitong frequency, not share information, no smootlyly in organazation system causes wastes of limited resources Thus, a marekitized operation for water environment monitoring should be introduced for a better coordination of monitoring activities or services and make full use of the existing resources.
