Transfer of International Manufacturing, Optimal Industrial Linkage and Policy

国际制造业资本转移通常会带来较本土更高的产业技术水平,如果本土企业能够与国际制造业资本形成产业配套,将有助于本土企业技术水平的提高,有利于形成自主产业创新能力。本文建立了一个两阶段最优产业配套模型,揭示了在产业配套初期,本土企业为国际制造业资本进行产业配套和本土经济增长之间关系呈U型,在产业配套后期,上述关系又呈倒U型。从长期看,政府应当以在产业配套中积极培养本土企业自主的产业创新能力为政策目标,否则,本土企业在一轮轮的国际制造业资本转移中将陷入产业配套的“陷阱”中。

The transfer of international manufacturing capital can usually bring higher technology for the local ~industries. It is helpful to enhance the technology of local firms and formulate independent innovative capacity, if they can form industrial linkage with the international manufacturing capital. This paper constitutes a two-stage optimization ~industrial linkage model to suggest that in the initial stage, the relationship between local firm's establishing industrial ~linkage with international manufacturing capital and local economic development is U-curve, but in the second stage, the relationship is inverse U-curve. In the long run, the government should take actively fostering local firm's independent ~innovative capacity as the policy aim. Otherwise, in the ceaseless rounds of international manufacturing capital transfer,~local forms will be gotten into the industrial linkage trap.
