摘要
供水行业经营模式的选择遵循着与交易成本经济学预测一致的经济逻辑。当前供水业改革中发生的经营模式转变的重要原因是地方政府经营供水服务所面临的财务硬约束,而非出于效率原因。经营模式的选择不仅受行业中的一些具体交易约束条件影响,而且受到交易双方的主观因素影响。本文同时对中国供水业改革提出了若干建议。
