开发水电 失误不得 耽误不起——我对水电开发与生态环境保护的理解

Either Misjudgment or Delay will Hinder the Development of Hydroelectricity: My Understanding of Hydroelectricity and Ecological Protection

中国有举世无双的水电资源,水电又是目前惟一能够大规模开发利用的可再生清洁能源。一些人士无限夸大建坝和开发水电的负面作用,严重误导人民。开发水电与生态保护是可以兼顾的。通过全面规划、优化设计、文明施工,采取各种有效措施,负面影响是可以减免、化解和补偿的,甚至是可以转化为正面影响的。开发水电,失误不得,耽误不起。

China has the richest resources of hydroelectricity which is at present the only renewable and clean energy that can be exploited on a large scale. Some people over-exaggerate the negative effects of the building of the dams and the development of hydroelectricity, which leads to serious misunderstandings by the common people. The author believes that we can take the development of hydroelectricity and ecological protection into account at the same time through taking such effective means as an overall planning, the optimum design and the environment-favored construction. In this way, we can reduce or avoid negative effects and achieve desirable goals. Either misjudgment or delay will hinder the development of hydroelectricity in China.
