怒江可供开发的水能资源十分丰富,不开发,怒江州的经济就不能发展,人民就不能脱贫致富。对怒江的水能资源既要开发,又要保护,在保护中开发,以开发促保护,使工程成为利民工程、生态工程、文化工程、造福子孙万代的工程。这是实践科学发展观的必然选择。

The Nujiang River is rich in water resources on which the economic development and the poverty-eradication of Nujiang Prefecture rely. The development of the water-energy of the Nujiang River should aim at both the exploitation and protection and achieve mutual benefits. The future projects should be always beneficial to the people, to the ecological protection and the ethnic cultures, which is a must in implementing the scientific concept on development.
