政府信用就是一个政府履行各种承诺和协约的意志和能力。广义的承诺协约是指政府必须完成社会赋予它的使命 ,政府通过体系、过程、政策三个层面的行为产品来实现其目标 ;狭义的协约则指政府与微观的、具体的主体 (例如与具体的个人、组织或国家 )间订立的协议。
