“均势”或称“权力均衡”是西方古老的外交准则,是西方国际关系理论中重要的理论之一,具有悠久的历史,并且在欧洲的历史中,特别是17至19世纪得到了实践,而且一直影响至今。均势及均势理论在历史上发挥了重要作用,为建立世界秩序奠定了基础,稳定了国际格局。

The Theory of Balance of Power is one of the important theories in the west theory of international relations. It has long history. And it got practice in the European history, esp. in the 17-19 century. Its influence continues to this day all along. However, this theory is disputed in history or at present. Some scholars praise it, and some debase it. The article objectively analyzes the effect and its limitation of Balance of Power and the Theory of Balance of Power in history. The article also discusses its effect in the constructing new world order and maintaining world peace under the background of globalization.
