三峡工程兴建后 ,库区“水、土、人力资源”的自然现状与特征将产生新的变化。综合开发“水、土、人力资源” ,使自然资源转化为经济资源 ,构成现实物质生产能力 ,应综合利用“水、土、人力资源”使现实物质生产能力转化为“林、农、渔”产业,构建三峡库区“三带”、“三高”

After the completion of the Three_gorge Project,newchanges will happen in the existing natural situˉation and characteristics of”Water,Soil and Human Resources”in the Three_gorge Reservoir Area.The comˉprehensive development of”Water,Soil and Human Resources”will change natural resources into economic reˉsources and constitute abilities in material production,while the comprehensive development of”Water,Soil and Human Resources”will turn real material productivity into”forest,agriculture and fishing”industries and constitute the three_dimensional”three_belts”and”three_high”agricultural development bases in the Three_gorge Reservoir Area.
