西部大开发战略已经实施5年了 ,虽然取得了一定的成绩 ,但西部经济近年来的快速增长 ,主要仍靠政府投资和财政转移支付带动 ,西部还欠缺自我发展的能力。东西部经济发展水平存在巨大差异的原因固然很多 ,但主要是由西部传统保守的文化氛围 ,市场化道路不畅通等因素造成的 ,尤其是西部地区创新能力差阻碍了经济的持续、健康发展。因此 ,加强西部地区的创新能力是西部开发的灵魂及成败的关键。

The policy of the West Development of China has been carried out for five years.Although some achievements have been made,the rapidly increase of economy in the west of China mainly depends on the government investment and financial transfer.The west of China is still lacking in ability to develop by itˉself.Although there are many causes for the great gap between the east and the west of China,the main reaˉsons are traditional conservative cultures and bad accesses to marketization.Particularly,the bad innovation abilityhampers the continuous and healthy development of economy of the western areas.Therefore,strengthˉening its innovative ability is the soul of the West Development and the key to success.
