摘要
依据1954年宪法相关规定而设立最高国务会议,在新中国政治进程中具有独特的历史和政治意义。最高国务会议在会议的组织结构、议题内容方面,呈现出强烈的开放性特征,在实际政治过程中发挥了重要影响。作为国家机关间的联系协调机构、作为国家主席对国家事务最高干预权的重要内容、作为与非执政党进行沟通的政治性合作组织,最高国务会议贯彻民主执政的理念,展现和提升了执政初始的中国共产党卓越的执政能力。在现实条件下,最高国务会议仍具有可资借鉴、发掘利用的价值。
The Supreme State Conference set up according to the Constitution of 1954 was of special historical and political significance in the political process of New China. The conference manifested great openness in its organizational structure and topics for discussion and exerted important influence in the actual political operation. As a coordinating organ among state departments, a major embodiment of the supreme right of the president of state to intervene in state affairs and a political cooperative organization to keep in touch with the non-ruling parties, the Supreme State Conference exemplified the ideal of democratic rule and displayed and improved the outstanding governing capacity of the CPC in the early years following its rise into power. Under the present conditions, it is still worth study and exploration for reference.
