我国民间公共政策分析机构发展的必然性分析

Tendencies of development of the Chinese folk public-policy-analyzing institutions

中国民间公共政策分析机构(民间思想库)的起步比较晚,一般只是靠某个学者的知名度和号召力来扩大影响。但随着我国乃至世界政治、经济的发展,中国的民间思想库逐渐成为必不可少的现代社会因素。长期以来的行政传统和思维定式造成我国官方、半官方思想库存在很多弊端,而民间思想库具有组织上的独立性,灵活度较高,成为官方、半官方思想库的有益补充。同时,在市场化、全球化的浪潮里,在民主化的呼声中,在公共事业发展的契机下,民间思想库成为社会发展的必然需要。

Chinese folk public-policy-analyzing institutions, also known as folk thoughts warehouses, come into existence rather late. They usually just depend upon the influence of certain celebrity. But with the growth of Chinese politics and economy, folk public-policy-analyzing institutions have become a social force in modern days. The long tradition of our administrational system and the stereo-typed thinking might lead to many shortcomings in the so-called official or half-official warehouses, and these institutions just make up for the loss. So, the authors argue that it is a necessity to develop the folk thoughts warehouses in the wave of marketing, globalization, and democratization.
