The Development of Chinese Pension Insurance System and Government's Responsibility

养老保险制度自从建立以来,就在不断地经历调整和演变。从整体上来看,中国养老保险制度正在从传统的单位保险向现代的社会保险演变,目标是建立科学合理的责任共担机制。在这一变迁过程中,政府责任则在从"无所不包"向"有所为、有所不为"迈进。但通过对转型以来政府责任的实证分析发现,不论是政府的规范和设计责任、财政责任,还是监管责任和实施责任履行得都很不充分,有待完善。

The pension insurance system has been adjusted and revised continually since its establishment. As a whole Chinese Pension Insurance System has been moving towards modern social insurance from traditional employment insurance. The aim of the reform is to build the scientific and reasonable mechanism of distributing responsibility for pension insurance. During the transition process, the government's responsibility has been moving towards limited level from unlimited. However based on the empirical analysis of government's responsibility during the transform of Chinese Pension Insurance System, it can be seen that there are several aspects needed to be perfected, from criterion, designing responsibility and financial responsibility to supervisory responsibility and implementary responsibility in terms of government's responsibility.
