试析我国抽象行政行为规制程序的完善——以《行政许可法》第七十一条为准据

行政许可法第七十一条实际上确立了抽象行政行为的责任问题 ,其实对于抽象行政行为从当前我国已有的法律来说并不缺乏对其制约的法律规范 ,缺乏的是一套行之有效的规制程序 。
