昭通市非公有制经济自改革开放以来得到了长足的发展,规模增大,总量增加,成为国民经济 发展中最具生机与活力的经济成分。但同时也存在政策落实不到位、扶持力度不够等诸多问题。要进一步推 动昭通市非公有制经济的发展,需进一步解放思想、提高认识、明确任务,加大政策扶持力度,创造良好的投资 环境,建立和完善融资担保体系,解决好企业用地问题,抓好非公有制经济园区建设。

Since the reform and openness, the non-public economy of Zhaotong City has achieved considerable development. It broadens in scale and increases in sum and it has become the economic sector provided best with vigour and vitality. But at the same time, there are also lots of problems, such as the implementation of the policy is not yet in right place and the supporting strength is not so powerful. In order to further encourage the development of the non-public economy in Zhaotong City, we must further emancipate the mind, deepen our understanding, clarify our tasks, increase the supporting strength of the policy, create favorable investment environment, establish and perfect the system of financing guarantee, solve well the problem of enterprise usable-land, and pay special attention to the construction of the economic-garden construction of the non-public economy.
