摘要
随着"禁乞令"的出台,行乞者的民生问题不容忽视。行乞者的行乞权是一种生存权,不可剥 夺且需要法律保障,但有界限。
With the law of prohibiting to beg appears on the stage , the problem of beggars' livelihood can not be ignored . The right to beg is a right to live , which can not be deprived , and need be protected by law . It also needs dividing line .
