关于修改义务教育法的若干思考

On the Amendment of the Compulsory Education Law

修改《中华人民共和国义务教育法》是近年来两会讨论的热点问题。通过对江西省上饶市周边地区义务教育实施及现状的调研,采用访问调查法、文献调查法,对修改义务教育法作了若干思考:通过修订,顺应世界趋势,实行免费义务教育;保障公民平等地接受义务教育的权利;明确义务教育投入为国家财政投入;加大对贫困地区义务教育的支持。改变无法可依、有法不依、有法难依的现状,增强法的适应性、操作性和执行的强制性。

The amendment of the Chinese People Republic compulsory education law is hot issue that has been disscussed in the two conferences recent years.This paper reflects on the amendment of the compulsory education law after probing into the compulsory education implement and present conditions of the periphery area of Shangrao City in Jiangxi Provence by means of interviewing, investigation and documentary investigation. After revising, it further guantanted the civilians equal right of accepting compulsory education, and clarified input into the compulsory education from the public finance, wages distributing and the school funds.We should change the situation that there are no laws to comply with and there are laws but difficult to depend on ,so as to enhance the laws' adaptability, manipulability and its executive obligatoriness.
