The impulse of increasing income is an important aspect of economic actions, which spurs enthusiasm. Peasants' income increase is an economic action. Accordingly, exploitation and release of inner resources of peasants is the point of view to make us understand and solve the problem of peasants' income increase by forming peasantry's impulse of economic behavior. Simultaneiously, those should arouse the government to remodel action to help peasantry increase income.
