On Public Policy Making of Government in Crisis Management

在全球化进程中,危机管理是各国政府面临的一项重大课题。鉴于政府的行政管理活动大多由公共政策来推动,所以就有必要研究危机管理中公共政策的制定。作者界定了危机和危机管理及其特性,分析了处理危机时现行政策制定系统的不足,探讨了危机状态下政策制定系统的优化。

Government's crisis management is an important topic in the Globalization process. Since the executive activities are driven by public policy, it is necessary for us to adjust and improve policy-making system. The author defines crisis management and its characteristics, analyses problems in the policy-making system when unexpected accidents occurs, and discusses optimization of the policy-making system in four different aspects.
