As the continuous acceleration of the process of economic globalization and the rapid development of high tech and related enterprises,it has become a main issue of economic development of our province to speed up the establishment of a technological innovation system and enhance the ability of technological innovation of enterprises during the period of the Eleventh Five-Year Plan.This article presents strategies of enhancing the ability by researching and analyzing the systematic foundation and marketing platform for technological innovation.
