从制度设计和政策制定的公平角度看“三农”问题

Approaching "Agriculture-Country-Peasant Question" fromthe Fair Angle of the System Design and the Policy Formulation

中国当前所面临的"三农"问题,很大程度上是由于历史上许多制度设计和政策制定上的不公平而引起的。目前缓解"三农"问题的关键,首先应从推动农村剩余劳动力转移和在农村实现"城市化"两方面入手,尽快消除不利于农民、农业和农村发展的各种制度和政策性壁垒。

The 'agriculture-country-peasant question'faced by China to a great extent comes from many unfair establishment of system design and the policy formulation. At present the way to releasing this question lies in that it is necessary to remove various systems and policy that do not benefit the development of agriculture, country and peasant by starting from pushing the surplus labor force to shift and transforming countries into towns.
