Recommendation of Important Leaders and the Construction of Enhancing the Party' s Ruling Capabilities

"推荐重要干部"是民主执政、依法执政的重要体现和实现党的领导的重要措施,是增强党的执政能力的关键。"推荐重要干部"不是推荐所有干部,而是"重要"干部;是"推荐",而不是党组织直接委任或任命干部。它要求正确处理党委推荐干部与人大依法选举和决定任免干部的关系,健全干部选拔任用机制和管理监督机制,完善干部管理办法。

Recommendation of important leaders is a significant measure to rule the country with democracy and law, aiming to be ruled by the Party. It is also the key to enhancing Party's ruling capabilities. Recommendation of important leaders does not mean recommending all the leaders, but the important leaders instead. It is 'recommendation' , not direct appointment of leaders by the Party organizations. We should handle the relations between the recommendation of leaders by the Party committees and the appointment & removal of leaders legally elected and decided by the people' s Congress, improve the appointment and supervision mechanisms and perfect the management of leaders.
