Whether the problem can be solved effectively or not relates to the healthy development of medium and small scale enterprises,but also influences the whole quality of China's economic run and accomplishment of set objective. At present, it is very important to speed up the financial organization and system building that suit the fund circulation characteristics, and to build the flexible, quick, effective and multi-layered fund circulation system.
