我国公共政策的“民本”取向及途径建设

The “People Based” Tropism of Public Policy and Its Approach Construction in China

市场经济是我国公共政策“民本”取向的动力和基础,但是,我国公共政策“民本”取向的基本要求和我国公共政策系统在这方面还存在较大的差距,本文从培养理性公民、畅通公民的参与渠道、更新观念、建立灵活政府、完善公共政策体制、公民参与公共政策评价、建立和完善相关制度等七个方面论述了我国以民为本公共政策的建设途径。

The paper analyzes that market economy is the driving power and foundation of the public policy's “people based” tropism in China. Also it explicates the basic requirements of the public policy's “people based” tropism and the gap exists in the Chinese public policy system, and then discusses the approaches of constructing the “ people based” public policy from the following seven aspects: cultivation of the rational citizen, smoothing of participating channel of the citizen, innovation of citizen's ideas, construction of a flexible government, complement of the public policy system, evaluation of the citizen's participation of the public policy, construction and complete relative constitution.
