It is an objective need for the deepening of reform of systems in universities and the establishment of modern university system. It is also an objective requirement for the promotion of the people-oriented academic development.We should establish advanced idea about universities,clarify the function and operation of the professor committee, and take into full consideration the cost of system innovation.
