摘要
目的 :对广西 10 3家县级以上卫生防疫机构人力资源现状进行分析和评估 ,为改善卫生防疫人力资源结构提供依据。方法 :设计统一调查表格 ,组织专业人员深入各机构进行调查 ,建立人力资源数据库 ,用SPSS统计分析。结果 :每千人拥有卫生防疫人员 0 .14 2人 ;研究生以上学历占 0 . 7% ,本科 11 .4 % ,大专 2 3. 8% ,中专 4 8 .2 % ;高级、中级、初级、无职称者分别占 4 . 2 %、 4 2 .3%、 36 . 4 %和 17. 5 % ;专业学历结构 :卫生 32. 7%、医护 2 2 . 1%、无学历 16 .0 %、检验 12 .5 %、其它 16 7% ;岗位结构 :流行病学 2 2 . 4 %、卫生监督监测 2 8. 5 %、检验 13. 8%、后勤财务 15 . 8%、临床诊疗11 .3%。 88家县 (区 )级卫生防疫机构有 4 6 6 5人 ,大学本科仅占 6 . 0 4 % ,中专和无学历分别占 5 5. 0 %和 16 .5 % ,还有 2 0个县 (区 )无一名公共卫生毕业本科 ,学历结构明显低于市级以上卫生防疫机构。结论 :广西县级以上卫生防疫机构人力资源专业学历结构基本合理 ,省、市、县级机构学历、职称结构有明显的能级差别 ;县、市流行病岗位人数比例偏低 ;高学历和高级人才匮乏 ;卫生监督和疾病控制体制改革的人力资源分配要对现有公共卫生资源有效整合 ,不能仅在原卫生防疫机构内进行分配。
Objective:To analyze and evaluate the current situatio n of human resour ces at 103 health and anti-epidemic facilities at county-and-above levels in Gu angxi,in order to generate evidence for optimizing the managment of health and a nti-epidemic human resources.Methods:Professionals were organiz ed to conduct the survey at those facilities using identical questionnaires. A database was crea t ed and the data were analyzed using SPSS.Results:There were tota lly 6 709 health and anti-epidemic staff at county-and-above levels in Guangx i,including 5 636 tec hnical personnel (84.0%);the number of which per 1000 population was 0.142.Th e staff was composed of Ph.D.s and postgraduates (0.7%),university graduates (1 1.4 %),senior specialized school graduates (23.8%)and secondary specialized school graduates (48.2%).The percentages of workers with senior,intermediate,junior l e vel technical titles and without titles were 4.2%、42.3%、36.4% and 17.5%,re spectively. The main specialty was public health (32.7%,),followed by clinical m edicine (22.1%), non-specialty (16.0%) finally laboratory (12.5%)and other specialty(16.7%).Epidemiologic work took up 22.4% of the posts,followed b y health supervision and monitoring(28.5%),laboratory(13.8%),logistics(15.8%) and clinical evaluation (11.3%).In Guangxi,a total of 88 county-level health and anti-epidemic institutions were staffed with 4 665 personnel,of whom universit y graduates accounted for 6.04%,secondary specialized school graduates 55.0% and nonprofessionals 16.5%.There was no a single university graduate in public he a lth working in 20 counties,showing a much lower education level as compared with city and provincial institutions.Conclusion:Health and anti-e p idemic human resources at county-and-above levels in Guangxi were developed to s ome degree.The composing of academic degrees and specialties was basically rati onal,while the structu res of academic degrees and technical titles were significantly different in pro v incial, city- and county-level institutions.In counties and cities,the propo rti on of work posts on epidemiology was relatively low,and there was a shortage of senior professionals.During the reform of health supervision and disease con t rol systems,the available public health resources should be effectively integrat ed,rather than distributed within the former health and anti-epidemic facilitie s.
