摘要
我国国有医院运行低效率 ,实质是国有资产的管理体制问题 ,真正做到国有医院的产权人格化、政企分开、两权分离 ,实现国有资产的保值增值 ,就必须建立有责任的国有医院出资人机构、有效的国有医院资产代理人机制和完善的制衡约束机制。
The essence of operation lowefficiency for our state-owned hospitals lies in management system of state-owned capital.For the state-owned hospital,to realize property personification,departure of government from enterprise,separate property and management right,and state-owned capital maintenance and increment,responsible capital organization,effective mechanism on capital agent and complete restriction mechanism should be established.
