This paper decribes a software tool, which supportes user to developeprogram using stepwise refinement method--Refinetool. This tool has been implemented in Turbo C. It has friendly user interface, can support any stepwise refinement of prodcedure--oriented program, saves refining histories as program comments' developed program has well style.
