技术性贸易壁垒理性化路径研究——兼论发展中国家的问题与出路

A Study of the Path to Rationalize Technical Barriers to Trade --Problems of the Developing Countries and Their Resolution

随着技术性贸易壁垒在国际贸易中的日益普遍使用,在规范与加强对其合理使用的同时,削减或消除其中不合理的贸易限制成分,即实现技术性贸易壁垒理性化已成为当前多边贸易体制的重要议题。本文试图对技术性贸易壁垒理性化的定义与实现路径、国际社会理性化的实践与经验以及未来理性化路径选择等问题做初步探讨,并就理性化中两级市场准入的产生与发展中国家的出路问题提出一些对策建议。

With the increasingly extensive use of technical barriers in international trade, regulating and strengthening their rational use and cutting down and eliminating unjustified restrictive trade factors, namely, achieving the rationalization of the technical barriers to trade, has become an important task on the current agenda of the multilateral trade system. The author attempts to explore the concept and path to rationalize the technical barriers to trade, the practice and experience of the international community, and choices of future paths for rationalization. He suggests some policy suggestions for resolution for the developing countries by rationalizing two - tier market accession.
