摘要
发电企业绩效评估是厂网分开后发电企业面临的一个重要课题。对发电企业绩效评估问题的构成、难点及现有研究成果所处的位置做了深入剖析,并给出了静态评估和动态评估的划分方式。重点研究了静态评估问题,一方面,引入目标电厂的概念,建立了一种新的综合评估指标;另一方面,提出分类评估的思想,并在应用聚类k-m eans算法的过程中采用了一种简洁的确定聚类有效性的新标准,最终形成了多电厂绩效的综合比较方法和多电厂经营效果的分类评估方法。通过分析和实例说明,只有二者结合起来才能完成对发电企业科学有效的评估。
The performance evaluation of power generating companies is an important issue under the process of deregulation. The structure and problems of performance evaluation was analyzed in this paper and current researches were discussed. The whole problem was divided into two groups, static evaluations and dynamic ones, while the former was focused in this paper. With the introduction of conception of aim plant, a new comprehensive index for evaluating was established. Furthermore, the idea of classification evaluating was proposed and new compact index was presented to briefly determine the cluster validity in k-means algorithm. Finally, the comprehensive compare method of performance evaluating for multi-companies were built. Analysis and the examples listed in this paper showed that the combination of the above two methods will make contribution to effective evaluation of the power generating companies.
